Chevron, Intels flag off cadetship training for youths

Nigeria’s maritime sector has received a significant lift as 39 young graduates commenced preliminary training for cadetship under the Nigerian Content-Human Capacity Development (NC-HCD) programme of Chevron Nigeria Limited and Intels Nigeria Limited in Port Harcourt, Rivers State.

The initiative, modeled after the Nigerian Content Development and Monitoring Board’s (NCDMB) 60:20:20 Strategic Training Framework, offers sea-time experience, Certificate of Competence (CoC) training, and hands-on exposure across multiple technical fields.

Training will be delivered by Lagos-based Stoilic Shipping Limited, a member of the International Maritime Professionals Association (IMPA).

Designed to deepen indigenous participation and enhance employment opportunities, the NC-HCD programme targets job placement for 60 percent of participants upon completion of the 18-month training.

Speaking at the flag-off, NCDMB Executive Secretary, Engr. Felix Omatsola Ogbe, described human capital development (HCD) as “a non-negotiable pillar of the oil and gas industry’s development roadmap,” stressing that the sector must be powered not only by hydrocarbons but by Nigerian talent.

“When we embed HCD into the core of our strategic planning, local content ceases to be an aspiration – it becomes our reality,” he said.

Represented by General Manager, Human Capacity Development, Esueme Dan Kikile, Ogbe added that the programme signified a collective commitment to nurturing world-class Nigerian professionals for the maritime sector.

He commended Chevron for its consistency in supporting Nigerian Content and hailed the Oil and Gas Trainers Association of Nigeria (OGTAN) for aligning training delivery with industry needs, bridging the gap between learning and employability.

Chevron’s Capacity Building Advisor, Victor Inyere, congratulated the cadets for earning their place in the programme, urging them to maximise the opportunity to build careers that would contribute to national growth. He reaffirmed Chevron’s commitment to advancing Nigerian Content.

General Manager, Administration at Stoilic Nigeria Limited, Chimamanda Okafor, disclosed that previous cadets recorded a 100 percent pass rate in CoC assessments and gained international placements.

She revealed that Stoilic is working toward establishing a world-class maritime university in Nigeria to strengthen global competitiveness in maritime education.

The current batch consists of both sea-time cadets—graduates requiring onboard practical experience—and CoC cadets who have completed that stage and are preparing for certification.
